One of the more controversial section of the proposed bill is found in section seven, which creates guidelines for the mandatory spay/neuter of dogs. It reads as follows:
Section 174E. No person shall own or harbor, within the commonwealth, any dog over the age of 12 months which has not been spayed or [...]
The second regulation outlined in HB5092 regards dogs who are a nuisance. It reads as such:
Section 157. Any person may make a complaint to the officer in charge of the animals or to the person who is responsible for handling dog complaints in a city or town that a dog, owned or harbored within its [...]
On July 28th, the Joint Municipalities Committee of the Massachusetts House produced HB 5092 an Animal Legislation Bill:
The first topic of this Bill regards regards mandatory vaccination schedules and reads as follows:
